I advise senior Federal AE leaders on the connected work of pursuing the right opportunities, winning them, delivering them well, and building the practice behind them.

My perspective was shaped by 24 years in the United States Navy, including command of a nuclear attack submarine, and nearly a decade working across enterprise, practice, project, and team levels of Federal AE organizations.

From the boardroom to the deck plate means connecting enterprise decisions with the work performed by teams and individual contributors. That experience is why I see the pursuit, the project, and the practice as one system.

Today I bring that perspective to Federal AE leaders through Polaris Strategy & Capture Consulting and to the broader profession through Winning and Delivering.

Leadership Foundation

High-Consequence Technical Leadership

My Navy career was built in nuclear submarine operations and engineering leadership, where readiness, disciplined preparation, sound judgment, and clear accountability carried real consequences. I served as a submarine chief engineer and later commanded USS Louisville.

I also served on the Nuclear Propulsion Examining Board, assessing engineering performance, maintenance, records, training, readiness, leadership, and organizational culture.

Those assessments required more than identifying whether a standard was met. They required understanding performance, recognizing gaps and strengths, providing candid feedback, and helping leaders see where organizational improvement was needed. That discipline still shapes how I approach complex practice questions today.

Developing People

Leadership Development And Mentoring

Across both careers, I have served in formal facilitator and mentor roles within established intermediate and senior leadership-development programs. My work included refining curricula, developing and expanding leadership approaches, coaching individuals and teams, and delivering difficult feedback constructively.

The purpose was not simply to teach a course. It was to help organizations intentionally develop leaders, transfer knowledge, and build capability. Prepared people and sound judgment are what make organizational systems work and allow responsibility to move beyond the individuals who first carried it.

Federal AE Experience

Federal AE Practice Leadership

After retiring from the Navy, I entered Federal architecture and engineering and spent nearly a decade leading the East Region Federal practice of one of the nation's largest AE firms. The title describes only part of the experience. My work crossed the enterprise, the practice, and the teams pursuing and delivering Federal work.

Enterprise And Governance

At the enterprise level, I worked across strategy, organizational capability, workforce development, risk ownership, joint venture governance, board participation, agreements, operating structures, and oversight.

That work reinforced a durable lesson: enterprise direction has to connect to accountable ownership, operating reality, and the people responsible for execution.

Practice Leadership

At the operational level, I led a Federal practice where strategy had to become execution. Market choices shaped priorities. Pursuit demands competed with delivery commitments. People, resources, quality, financial performance, and organizational structure had to support the same direction.

Practice leadership meant keeping those parts connected while building the capability to win, deliver, learn, and repeat what worked.

Pursuits, Delivery, And Teams

At the working level, I supported teams pursuing Federal opportunities and teams responsible for delivering the work. That kept enterprise and practice decisions grounded in their consequences for the people doing the work: how an opportunity was positioned, what the team promised, how the project was staffed and supported, and whether the organization made delivery possible.

The enterprise, the practice, the pursuit, and the project are not separate systems. Decisions move among them, and the people at each level experience the consequences.

Why I Founded Polaris

I founded Polaris Strategy & Capture Consulting to bring that full-system perspective to Federal AE leaders facing questions that cross organizational boundaries.

The issue in front of a leader may appear to belong to business development, capture, delivery, operations, or leadership. Its cause and consequence often reach across several. My role is to help leaders see those connections, clarify the decision in front of them, and keep the practice focused on work it is prepared to win and deliver.

Polaris reflects the way I learned to work: connect strategy to execution, understand the effect of enterprise decisions on teams, and keep winning, delivery, people, and organizational capability pointed in the same direction.

Writing Down What the Practice Knows

I wrote Winning and Delivering because too much useful Federal AE knowledge has long been passed from one practitioner to another in pieces. The book is my effort to connect those lessons and preserve them for the people building, winning, and delivering the work.

Writing it grew from the same habit that shaped my leadership perspective: examine experience honestly, identify what matters, and make what was learned useful to someone else.
